Since Blockstream took over BTC development they've done everything they can to make sure it doesn't work properly and that banks and governments won't be threatened by Bitcoin, including adding a "feature" called RBF.
Now they are adding `-mempoolfullrbf` which makes it possible to double-spend txns in mempool even IF the RBF bit is not set!

If you want usable peer-to-peer electronic cash as described by Satoshi in the Bitcoin Whitepaper you can use BCH. It has none of these limitations.
